Inventory of Hazardous Materials

Inventory of Hazardous Materials (IHM) is implemented in the Hong Kong International Convention for Safe and Environmentally Sound Recycling in 2009. IHM is based upon Lloyd’s Register “Green Passport” inventory but with far more detailed application. It is to address the issues regarding ships disposal as it may contain hazardous substances such as asbestos, heavy metals, hydrocarbons, ozone-depleting substances and others.

IHM is a documentation of known or expected hazards in the ship that may be hazardous to the health or the environment during the lifespan of vessels from construction to the end of the useful life of the ship. By doing so, it minimizes risks, avoid potential liabilities and enhance safety of the crew members. Furthermore, prior to recycling, these documents help to identify hazardous substances to facilitate safer and environmentally sound plan for recycling or disposal of the ship. Materials to be disclosed:

  • Asbestos
  • Ozone Depleting Substances (CFCs, Halons etc)
  • Polychlorinated Biphenyls (material with levels of 50mg/kg or more)
  • Organotin Compounds (TBT, TPT, TBTO)
  • Plastics & Rubber Materials
  • Chemicals in Ship’s Equipment or Machinery
  • Electrical and Electronic Equipment
  • Constructional Materials
  • Cadmium and Compounds

The European Union Ship Recycling Regulation (EU SRR) places responsibility on ship owners, shipbuilders, suppliers, recycling facilities and national authorities to ensure the safe and environmentally viable management of HazMats as well as the sustainable recycling of ships. One of the important requirement in EU SRR is to document the types of of hazardous materials on-board ships. This applies to new ships, ships in operation and ships destined for recycling.

Starting from 31 December 2018 onwards, new ships of 500 GT and above flying a flag of an EU member state, shall carry a valid Inventory of Hazardous Materials (IHM) certificate and the ships can only be send to one of the approved recycling facilities in the EU List of approved ship recycling facilities.
